Theory and Practical... Why two tests?

There's a lot to learn about driving on the road, and it mostly falls into two categories:

This covers practices and information necessary to be safe on the road, most of which will be found in the highway code.

i.e. Incorrectly identifying this partially obscured sign could lead to an accident at the junction ahead, especially as other visible signs signify a high speed limit and the road markings at the junction are faded.

Driving practice (PRACTICAL)

This is based on putting road knowledge, practices and information to good use on the road while displaying an adequate level of car control.

i.e. Knowing that you need to stop at a 'STOP' sign but not being able to slow the car in a controlled manner would not be safe.
